The best way to attract quality links is to provide quality content on your site. Site owners will link to you for the benefit of their visitors if you provide reliable, unbiased information.
Other goodies: give away content (free downloads) for use on other sites; live feeds and webinars of interest to visitors to the site linking in; an active, provocative blog, etc.
Avoid paid links. The bots know. Also, avoid links that are unrelated to the content of your site.
Finally, you’re known by the company you keep on line. If you’re using shared hosting on a server that’s crammed with porn sites, scam sites, overseas pill dispensers, etc., bots may figure your site falls into the same sub-strata.
It’s a process, but give it time. And call you web host to discover who’s in your server neighborhood.

There are several ways to create backlinks to your website: social bookmarking, pay per click, adding the website URL to web directories, submitting articles to article directories. You have to perfrom some sort of link building campaign. If you do your home work you can find ways to do this yourself but it is very time and labor intensive. Start writing articles and press releases on your company and industry and submitting them through the various free article marketing channels as well as the free press release channels.
